Well, the Crime Patrol didn't have any omnipotent naked blue guys...but I can see what you mean with the Lunar Avenger, even though he doesn't say "Hurm"
I always assumed that the Crime Patrol was a tribute to pulp heroes and Golden Age "mystery men"; Doc Hazzard's name certainly recalls Doc Savage. And Lunar Avenger could just as easily be a swipe of the Golden Age Sandman and/or The Shadow.
Not to say you're wrong, though--Watchmen had just come out a few years before RGB#7. The Sandman/Shadow influence can go through The Question and Rorschach first rather easily.
